Since it was illegal for the priest to be seen in his cassock on the streets of the USA, the 'frock-coat' came into being. I think Father is wearing, therefore, a derivitive of this 'frock-coat'. In addtion to which, he looks like he is prelate (with ring and pectoral cross).
