But he was the prefect of the dicastery for the Evangelization of Peoples, not the Congregation for the the Doctrine of the Faith, nor the Roman Rota. His dicastery does not have authority over laicizations. It would seem that his letter only expressed his own personal opinion, not an official policy of the Vatican.

Even so, if it is sometimes true that a laicized priest could be granted a dispensation from the prohibition, for example, of teaching in a seminary, the general policy would seem to be wise and prudent. A priest who has been laicized may well have been laicized for serious reasons, such as problems with faith or morals.

By way of analogy, how many medical schools would hire a professor who has lost his license to practice medicine?
