Is Practiced Homosexuality a Sin? Swiss Diocese Refuses an Answer

The ultraliberal Diocese of Basel, Switzerland, set up a task force regarding the pastoral care for (practicing) homosexuals. The news website of the Swiss bishops, kath.ch, asked Barbara Kückelmann, the diocese's responsible for pastoral care (i.e. a de facto episcopal vicar), if the task force tolerates practice homosexuality although the Church does not.

Kückelmann refused to answer: "The diocese does not comment on that.“

The diocese doesn't comment on whether or not such activity is sin? Then what are they there for? Social work? This is not a Catholic diocese. It just looks like one.
