Dopo aver svolto per diversi anni il ministero parrocchiale, venne nominato vescovo di Münster nel 1933. Riprodusse tra il clero e il popolo l'immagine evangelica del buon Pastore. Lottò apertamente contro gli errori del nazionalsocialismo e contro la violazione dei diritti dell'uomo e della Chiesa. Per il suo coraggio è stato chiamato "il Leone di Münster". So heißt es im Gebet des Engel des Herrn, das traditionell am Morgen, am Mittag und am Abend eines jeden Tages das Leben für ein kurzes Innehalten unterbricht. Das Angelus-Gebet ist gleichsam eine kleine tägliche Erinnerung an die Menschwerdung Gottes - quasi ein Mini-Weihnachten im Alltag. So wie das Angelus-Gebet jeden Tag der Menschwerdung Gottes in seinem Sohn Jesus Christus gedenkt, so fällt mitten in die Fastenzeit - näher hin genau neun Monate vor Weihnachten - das Hochfest der „Verkündigung des Herrn“. Ich finde, das ist ein wunderbarer Zeitpunkt: Kurz vor dem Osterfest, an dem wir den Tod und die Auferstehung Jesu feiern, erinnern wir uns am 25. Als 11. von 13 Kindern wuchs er in der Geborgenheit einer gläubigen Familie auf. Er besuchte das Jesuitengymnasium in Feldkirch und machte 1896 das Abitur in Vechta. Nach Studien in Freiburg (Schweiz), Innsbruck und Münster wurde er am 28. Mai 1904 in Münster zum Priester geweiht.
