Cardinal Ratzinger could have done this at Vatican Council II in 1965. Then as Prefect of the Congregation for the Doctrine of the Faith, he could have interpreted Vatican Council II rationally to support the SSPX. He did not clarify this issue in the Catechism of the Catholic Church.
He then issued Summorum Pontificum hoping that the SSPX would accept Vatican Council II, interpreted rationally. The bait was the Latin Mass.
Then during the SSPX-Vatican Doctrinal Talks he did not decide to settle the issue by interpreting Vatican Council II with a rational premise and inference.

It would mean that they interpret the Nicene. Apostles and Athanasius Creed also with the false premise and inference; with irrational and schismatic Cushingism.
Changing the interpretation of the Creeds is first class heresy according to Ad Tuendam Fidem, the Moto Proprio, Apostolic Letter of Pope John Paul II (1998).

The Canadians bishops have written a letter to the Liberal government in defence of religious freedom. The legislation introduced could be used to criminalize quoting the Bible as an act of "hate speech."
Bill C-9 would change the Criminal Code of Canada and make it possible for a believer who cites the Bible in good faith to be given a prison sentence for up two years. This is completely morally wrong. Christian roots go back in Canada to the very beginning of the nation's history.
Let's be direct: the legislation is mainly an attack on Christians and their beliefs. Who else follows and believes what the Bible teaches?
