If the FSSPX consecrates bishops again without a papal mandate, it is almost certain that the consecrating bishops and the new bishops will be excommunicated. This could be perceived as a deliberate break with Rome.
"The first ordinations (1988) could still be seen as a dramatic escalation in a conflict. A second round of episcopal ordinations, planned for July, would be much more difficult to interpret as anything other than a parallel hierarchy, and thus a practical schism."
Msgr. Mutsaerts notes that canon law distinguishes between an illicit episcopal consecration, which results in automatic excommunication, and a formal schism, which requires a refusal of submission to the Pope.
