Question, is Quo Primum and the Old Mass a package deal?

Can you have one with out the other? Are they ONE? So with the Old Mass comes Quo Primum and visa versa? If they can’t be separated then all the permissions are provided in “perpetuity”. They are not one. However, the basis for the unabolishable right to the Mass of Roman Rite is two fold:
