I think it's better to say that the role of the Germans in Vat II was enormously significant, and Ratzinger was among them. German theology was generally influenced by Hegel and specifically by German Existentialism, esp. Heidegger. This was seen as an antidote to Neo Scholasticism.

Ratzinger was the first fairly young Cardinal (54 when he came to the Holy Office) to criticize Vat II, and it changed the atmosphere. Before his various interventions, written and otherwise, Vat II was talked about as if it had been dictated by the Holy Spirit. When I began studies in Rome, profs wouldn't criticize Vat II, even outside of lectures. By the time I finished, they spoke more freely. That was due to the influence of Joseph Ratzinger.

Cardinal Ratzinger wasn't the equivalent of a Cardinal Sarah metaphorically bearding the lion in his own den.

The Post Vatican Council II Church went on its merry way without paying Cardinal Ratzinger the slightest heed.

That gentleman continued producing an enormous body of (at times) perhaps equally questionable theological writing which nobody outside of a narrow group of scholars bothered to read.

Meanwhile, the implementation of Vatican Council II speaks for itself.

The Mass was replaced with the "New Mass" which turned into folk Mass and rock Mass. The secularizing so-called "humanizing" effect of Vatican Council II attracted religiously-inclined hippies and marxists like a certain Father Bergoglio.

He's a direct product of Vatican Council II, ordained just seven years after the Council concluded. He was and is the literal "spirit of Vatican Council II".... with ALL that implies however one wishes to interpret the phrase.
