The fines start mounting day by day... within a week or so, the mayor's political enemies will gain enough fear of watching the city bankrupted, they'd call some emergency session and using the usual parliamentary procedures, the city officials would impeach him.

Then a lengthy series of back-room negotiations would happen ultimately resulting in the Judge "revising" the HUGE fine to something affordable but still big enough to ensure nobody defies such an order again.

No thugs, no HBO mini-series drama. All done with letters and boring meetings. As for "make them make you..." Yeesh. Again, they don't need thugs to do that. Judge issues an order to your bank. The bank withdraws the funds from your account WITHOUT your permission since they're following a court-order. And then you rush in full of butt-hurt and fail screaming at the branch manager, the day after you get your next bank-statement.

No "thugs" there, either. Except maybe for the police who'll show up the after a clerk hits the silent alarm button when you started throwing your weight around a little too much. Then, if they're in a playful mood, they'll provoke you, you'll raise your voice to them. and bang! Gotcha. "Yerr-unnerarest fer disorderly conduct. Git onna groun and put-cher hands on yer head. " Enjoy your court appearance and you're still out the money for the fine you refused to pay.. :-)

Interestingly, as America has followed that same model of increasing regulation and urbanization, the "Old West" has seen a resurgence of popularity, particularly among gun-owners

Back in the 80s and early 90s, "Cowboy Action Shooting" with its emphasis on "Old West" costuming was commonly looked at with a mixture of pity, amusement, and contempt. They were the "crazy uncles" of the firearms community. Now? They're one of the biggest, if not the biggest competitive shooting subcultures.
