@Atanasio de Trento. No, Scripture does not say that God chooses the pope. Your own Protestant interpretation of Scripture says it. Let's not confuse the Traditional interpretation of texts with your own imagination.

The Apostles were chosen by Christ, and the successor to Judas was chosen with the inspiration of the Holy Spirit. There is nothing in Scripture, however, that indicates that bishops are directly chosen by the Holy Spirit.

The Veni Sancte Spiritus is sung by conclave electors, but there is no guarantee that the man chosen as pope is the choice of the Holy Spirit. Anyone who says otherwise is guilty of Presumption, which is a sin against the virtue of Hope.

I do think, however, that through the election of Francis it has been made evident that the Neo Con Church of JPII (Catholic moral doctrine with Protestant liturgy) cannot stand.

Saint John Eudes said that when God is angry with His people, He sends them bad priests as a chastisement.

How then can terrible murderers such as Pol Pot, Castro, Hitler, Stalin etc be chosen by God?

What you fail to understand is that “ordained of God” does not mean that leaders such as Castro, Hitler, Stalin, Pol Pot etc. will be good and honorable leaders. Evil things can and do happen regularly and often. Furthermore, evil and scandalous events and evil people can become ordained ministers within the Catholic Church. The examples are too numerous to list. Again, what you fail to understand is that although God permits these evil things to occur, He does NOT actively will them to happen.

Permissive Will
The Permissive Will of God is that will which God does not decree to occur, nor is it His will since it is not in accordance with His Law. God's permissive will is His will to permit sin/evil to occur. God allows man to rebel against Him, and in this God permits people to do such things as lie, steal, or even to murder His Son.
