Once upon a time Hemp was used for this purpose , but Nixon, Thompson & Dupont decided Hemp was going to cut into their profits so it was listed as a Narcotic. (and to think every US navy ship used Hemp rope)
It happened in 1936, long before Nixon.

Marijuana was listed as a schedule 1 drug in the Drug Abuse Prevention Act under Nixon, in the group that includes LSD and peyote. But Nixon didn’t make hemp cultivation illegal.
