How are these people criminals? ;-) If this is a buffet line at a restaurant or a bar, the number is clearly FAR below half of even a small venue's capacity. I've noticed "soup kitchens" and "women's shelters" are being given special dispensations, too. If the work such places do is more important than the threat of Covid, then let's apply that comparison equally.
