"Inclusive" in a political context is what the left would call a "dog-whistle" if conservatives ever used it. It's another euphemism for preferential treatment covering a select groups incapable of competing in a capitalist setting. Paradoxically such "inclusiveness" necessitates reverse discrimination against those groups who are capable of competing and succeeding under capitalism.

Pope Francis and his oligarchs are proving true a thirty five year old observation made Frank Herbert: "A top-heavy bureaucracy the electorate cannot touch always expands to the system's limits of energy. Steal it from the aged, from the retired, from anyone. Especially from those we once called middle class because that's where most of the energy originates."

Energy, in this case, being the captial in capitalism.

During times of economic turmoil many people blame markets and capitalism for economic instability and are more inclined to think that government management of the economy would be better for everyone. Therefore, it’s no coincidence that so many young people have embraced favorable views of socialism after having lived through the “Great Recession” of the 2010s. Previous generations vividly remember things like the bread lines of the Soviet Union and saw first-hand the misery that accompanies socialist policies. Modern generations, however, don’t associate socialism with these atrocities.
