If Pope Francis does not believe in hell, does he believe in sin? Does he doubt the Bible? Does he believe in a just and righteous God?

In the Catena Aurea of Saint Thomas Aquinas we read that Judas was condemned.
Origen : And it may be serviceable to remark, that as he who eats our Lord’s bread and drinks His cup unworthily, eats and drinks to his own damnation; so the bread which Jesus gave him was eaten by the rest to their salvation, but by Judas to his damnation, inasmuch as after it the devil entered into him.

Bergoglio is obsessed with contradicting the Word of God and replacing it with his falsehoods. To be saved, one must believe in the Gospel of Jesus Christ, who believes Bergoglio does not believe God, therefore he is not saved but condemned.
