South Korean Bishop Becomes Clergy Prefect

Francis has appointed Bishop Lazarus You Heung-sik, 69, of Daejeon, South Korea, as Prefect of the Congregation for the Clergy on June 11. He replaces Cardinal Beniamino Stella, 79.

You Heung-sik was baptised at age 16 and ordained priest in 1979 at age 28. He studied at the Lateran University in Rome and is a member of the modernist Focolare Movement. Appointed Bishop in 2003 he has been bishop in Daejeon for more than 17 years. He defended priestly celibacy during the 2018 Bishops' Youth Synod.

The South Korean church has witnessed significant growth in the last decades. Catholics make up roughly 11% of the population. However, Mass attendance has been in dramatic decline.

The Congregation for Clergy has responsibility for priests, their training and ongoing formation but it is not clear what they are actually doing there the whole day.

You's nomination confirms Francis' tendency to name elderly and week institutional figures who will not put him into the shadow.
