Yes they could. As you would correctly imagine, this is not a new problem. Soldiers have been wearing metal helmets since ancient Greece in very hot climates. The solution isn't to line the helmet, but to cover the head.with (drum roll) an "arming cap"

As I just discovered, these helmets are already lined with felt to prevent this problem.

The real reason is metal helmets are heavy and these "soldiers" don't like having that weight on their heads all day while they stand around in silly costumes doing nothing.
