By definition a letter to one bishop (or an episcopal conference) is not part of the magisterium unless a Pope references a universal principle.
Further, Francis has said that he considers theology to be merely ideology*. In so far as whether the document in question is part of the magisterium is a matter for theology, any conclusion must be merely ideology. Thus, and anyone can disregard it.
