There seems to be some confusion as what is being proposed is not that priests will be allowed to get married. That is not possible. What is being proposed is the same as it is for the Eastern Rites which is if you are already married you may enter the priesthood but you can not become a Bishop and if your wife dies you cannot remarry.

If you are not married when you enter the priesthood you will always remain that way and are eligible to become a Bishop
