Francis and his minions don't understand the nature of the Magisterium: They think it is an exercise of organizational power rather than the Teaching arm of the Church.

At best, they are doctrinal minimalists. They consider doctrine to be little else than a list of legalistic obligations rather than the Truth that will make us free.
