Sad to say, many bishops ignore it, and they won't like it to hear it said, but there and by, why in the world would you want to prohibit what was done for 1300 years or more?"
It was taught in theology schools since Vatican II that the bishop is the "chief liturgist" in his diocese. Usually a task he performed with the consultation of some professional liturgist [mostly female]. Hence the reason why the N.O. Mass is different from diocese to diocese.

Trads will recognize this story Fr Jenkins told about a Eucharistic minister - not at his parish of course - was told to pour consecrated wine down the sink if not consumed. This led to his rejection of the Novus Order and getting on board with TLM.

Kale Zelden: I must say I’m struck with my fellow Catholics’ willingness to overlook the dumpster fire of our bishops, as well as the stable of bishops-in-waiting. Vanishingly few of these guys are good. Why do we all pretend otherwise? Sure there’s nothing we can do about it, but how about a little self-respect? You don’t have to act like trained seals. The selection pool and selection process are as rotten as you can fathom. Do not be clown yourself into thinking “we got a good one now!” No. We don’t… Remember: if we do get a good bishop it was because the process failed or glitched and let one get through the filter. (And it’s okay if you can’t hit the heart button or retweet it…I understand. You have professional reputations to maintain. But understand that this is part of the problem. They only want certain kinds of laymen and women.)
