The nuncio has not conspired or interfered with laws, concealed a crime, and there is not 'sufficient evidence' in this report to show this. I wonder if he as he actually read the report, because as far as I can see, reading the report (its available on the internet) the report demomstartes incompetance more than 'systematic law breaking' and it is not apparent that the Vatican is engaed in a cover up. The hysterics regarding the so called 'study document', the Framework document, did contain recomendations that did not adhere to canon which would lead to the undermining of a case if it went to prosecution. The Nuncios famous letter, being misquoted in the press of late, merely highlights this. We need to be clear that that letter doesn not demonstrate that the Vatican was involved in a conspiracy to cover up abuse cases but shows concern for these factors which would discredit the processes established to deal with abuse cases.
