Born in St. Louis, he joined the Catholic faith at age 38. According to the Office of the Permanent Diaconate, he converted from the Assembly of God at the Easter Vigil on April 3, 1999, at St. Pius V Church in south St. Louis.
He was ordained to the Sacred Order of the Diaconate on June 2, 2007, by then-Archbishop Raymond Burke. Deacon Baugh, who chose to live a celibate life, was assigned to Assumption of the Blessed Virgin Mary Parish in Herculaneum after his ordination and served there as a deacon until his death.
Deacon Baugh earned a bachelor's degree in pharmacy and was a registered pharmacist at the John Cochran Veterans Hospital for 19 years.
