"Brain-Dead" Man Wakes up at the Last Minute
As the man was on the organ donor list, an organ transplant was immediately organised.
His sister, Donna Rhorer, agreed despite some misgivings. She saw her brother's eyes open and his gaze follow her.
"We were told it was just reflexes, just a normal reaction," she told some American media activists.
More tests were done to make sure the organs were viable, and the operation was scheduled. But once in the operating theatre, things didn't go to plan.
"He woke up," recalls Donna Rhorer. She didn't learn the details of the operation until January, when a former employee of Kentucky Organ Donor Affiliates (Koda) contacted her.
Her brother reportedly began "struggling" and "crying" on the operating table, according to NPR. Doctors then decided to stop everything.
Baptist Health in Richmond released the patient, warning his sister that he probably wouldn't be out for long.
But three years later, Hoover is still alive. Only now is his case being investigated by federal and state authorities, according to local Kentucky station WKYT and National Public Radio (NPR).
