He's right that Paul VI placed the Secretariat of State between the Pope and all other Curial Offices, including the SCDF (Card Ratzinger). If memory serves, however, JPII changed that organizational structure, setting the SCDF outside the curial structure and free from the governance of the Sec of State. Cardinals Ratzinger and Sodano both had immediate access to the pope.
