The houses in El Tozal are subject to a series of conditions designed to ensure that the spiritual use of the site remains unaltered.
If Torreciudad is disassociated from Opus Dei, the community of faithful that has grown up around the sanctuary could disperse, leaving the Tozal as just another residential area, divorced from its original purpose.
This would also put the future of the people who have built their lives around Torreciudad at risk.
