Cardinal Müller: Impossible to Validly Ordain "Deaconesses"
Yes it is true that women absolutely cannot be ordained as priests. But as a deacon?
“No woman under forty years of age is to be ordained a deacon, and then only after close scrutiny. If after receiving ordination and spending some time in the ministry she despises God’s grace and gets married, such a person is to be anathematised along with her spouse.” (Canon 15, Council of Chalcedon)

The Council of Chalcedon is an ecumenical council of the Catholic Church. What does Canon 15 of Chalcedon mean? Seems to suggest there was ordained female deacons at one point in the history of the church. Ultimately the authority of the Church will decide on this.
