In retrospect it might seem so. But the vast majority of conspiracy theories are either completely absurd or so hyper-simplistic that they bear little resemblance to reality. Much that comes about through organic large-scale development follows a pattern because all real things do follow patterns, so these developments may appear to have been the result of highly deliberate human action. Even the grand conspiracy theories which have some truth to them are, more often than not, persons and groups intuiting and taking advantage of likely outcomes and taking far more credit for those outcomes, and the organic momentum building up to those outcomes, than they deserve.
