I suspect you're right.

I worked for a bank back then, that ran software from the late ‘80s at the time. They spent so much money getting ready for Y2K, and, of course, everything was fine. Then they spent huge amounts of money 3 years later to actually upgrade the software. What a hoax this was. It funneled huge amounts of money into the tech sector though.
