Kissing the bishop's ring (the apostles were fishermen) is tradition, kissing the papal face is not. Bergoglio rudely lets his moods run wild.
Francis only likes kisses from pro-homosexual bishops. African bishops are pro-Natural law, so, he sees them as being culturally rigid and brushes them off.
