It seems that Gamaliel heard Our Divine Lord speak in the Temple the high mysteries we find in the doctrinal part of book of Hebrews, and gave his notes to his student Saul of Tarsus.
Saul becomes Paul the Apostle, and using these notes under divine inspiration, he tweaked them and added the moral section and conclusion, hence he refused to put his own name on the book. We honour Gamaliel as a saint of the Catholic Church in the traditional Martyrology on August 3.
