Vatican: Big Reforms - Little Results

The reforms of Pope Francis' Council of Cardinals have produced little concrete results according to Marco Tosatti on la Nuova Bussola Quotidiana. Tosatti mentions the new "Dicastery for the Laity, Family and Life". It was supposed to unite the three Pontifical Councils for Laity, for the Family and for Life. In reality these Councils continue working as usual. The dicastery still doesn't have a secretary or an undersecretary, which are fundamental for its functioning.

The situation is similar in the new "Dicastery for Promoting Integral Human Development", that united four councils: Justice and Peace, Care of Migrants, Assistance to Health Care Workers, and Cor Unum. A secretary and an undersecretary have been named, but the old offices work like before. It is not clear, what the dicastery is supposed to do.

The Vatican "Secretariat for the Economy" had a similar fate. In 2014 Pope Francis provided it with sweeping powers. But slowly it was reduced to a mere supervisory authority with no influence on how the money is spent.
