Archbishop Antonio Arcari, 70, the Apostolic Nuncio to the Principality of Monaco, has taken early retirement, as allowed by Vatican law, due to the difficult conditions in which a nuncio has been working. Monaco has 30K inhabitants and 19 diocesan priests. One wonders why Monaco needs a Nuncio and what he does all day.
