Specifically he is abiding by DAPNE #137: However, if priests, ministers or communities not in full communion with the Catholic Church do not have a place or the liturgical objects necessary for celebrating worthily their religious ceremonies, the diocesan Bishop may allow them the use of a church or a Catholic building and also lend them what may be necessary for their services. Under similar circumstances, permission may be given to them for interment or for the celebration of services at Catholic cemeteries.

Sorry, Fr., but you really don't know much about the situation. The talks between the SSPX and Rome have absolutely nothing to do with resolving 'the canonical status of the lay faithful.' The lay faithful are Catholic families who refuse to be further victimized by the rampant heresy and sacrilege prevalent in the post conciliar Church. They have never been subject to any canonical penalty for attending Mass provided by a Priest of the SSPX.

I would encourage you to read the information found on the following links before you mislead people into thinking that by attending Mass at an SSPX Chapel that they are somehow less than Catholic or are subject to canonical penalities.
