First of all this is not address to whole church, and it does not meet requirements of infallibility , it is not infallible. This is letter to some Cardinals and Bishops in Italy. The point is that in Pope Pius IX's Quanto Conficiamur Moerore, 1863 he is condemning idea of living in error:

After that you read:

So no, this is not talking about salvation through invincible ignorance, but that ignorant who observe natural law and its precepts inscribed by God on all hearths, and are ready to obey God will be brought to hearing Gospel and getting baptised.

It is poorly worded, liberals and heretics of bad will tried to use this letter against Holy Church and Roman Pontiff - to say that there is salvation outside of Church. But the first line in bold proves that they are far from truth, and that Pius IX was talking about people who are ignorant of Gospel, will be brought to hear the Gospel.

This guy is from Sweden and he is possessed, and obstinate heretic, and he has stole much of the stuff from MHFM, and they the monastery have nothing to do with this Swedish guy. The First Vatican Council (1870) defined the infallibility of both Solemn and Ordinary Magisterium: "All those things are to be believed by divine and Catholic faith which are contained in the written Word of God or in Tradition, and which are proposed by the Church, either in solemn judgment or in its ordinary and universal teaching office, as divinely revealed truths which must be believed."
