Does Francis’ Kissing Expert Ignore Traditionis Custodes?

La Plata Archbishop Víctor Manuel Fernández, a kissing expert and Francis intimate, published a decree regarding the implementation of Traditionis Custodes, "authorising" one priest to celebrate a Sunday Mass in Los Hornos, and another to celebrate – seemingly more regularly – in Ringuelet.

InfoVaticana.com writes that the situation remains practically unchanged, however commentaries point out that Fernández had already restricted Mass before TC, “To restrict it further would have meant banning it altogether.”

Further, Fernández stopped dozens of his priests who were celebrating Mass with many faithful assisting. He also banned the Latin Novus Ordo "ad orientem."
