Yes, a Pope is under no obligation to stand for anyone including heads of state. He (the Pope) is always the highest ranking official in any room he sits. (Not counting of course Our Eucharist Lord)

It is unseemly for any bishop to apologize for speaking while seated. It comes off as a rebuke to the few bishops out there who continue to use the correct posture, as well as to Pope Benedict, who always taught while seated.
