Some decrees of the reformers with the zeal for, " Religion pure and undefiled" which is so characteristic of Mexican Liberalism, the revolutionists have issued the following decrees and proposals. Take note of 5th (see paragraph at bottom)

Catholic worship shall be observed under the following conditions
Definite Triumph of the Liberal Party
Conditions under which the roman catholic religion may be practiced
Fanaticism will Disappear.
The shade of the constitutionalist of 1856 covers the republic with glory!
1st That no sermons or instructions shall be delivered as heretofore by which fanaticism is encouraged amongst the public
2nd that fasts or practices tending to punish the body or the intellectuality of the faithful shall not be practiced
3rd that the payment of stipends for baptisms, marriages, be absolutely prohibited
4th it is absolutely prohibited to solicit alms personally as have been done so far, or by appeal to the public, fixed on the doors of churches
5th THAT NO MASSES STYLED REQUIEM OR IN OTHER WORDS, FOR THE REPOSE OF THE SOULS OF THE DEPARTED SHALL BE CELIBRATED
6th that only two masses be said every Sunday at hours announced beforehand ; there will be no ringing of bells to gather the people
7th the practice of confession stands forbidden most absolutely, in the understanding that this applies equally within or without churches and that incase of infringement of this order the disobedient minister shall be condemned to exile from the state or from the country and even to capital punishment for the better observance of this condition the churches shall only be open once a week at the hour of the masses

Part of preface to these conditions was this paragraph,
Considering that this conduct "of the ministers" not only harms the timid and ignorant but that the social organism itself is undermined in it deepest foundations, because of the fear of an eternity full of everlasting torments such as the aforesaid ministers preach, which fear causes people to do nothing except that which these ministers point out to them in their sermons whence arise an almost inconceivable resistance to human law which law with rare exceptions tends to the social and moral betterment of the individual.
