The Church isn't "obliged" to ask these questions because logic provides fairly obvious answers already. The governance of the Church's many affairs requires an enormous bureaucracy. There are numerous positions where, theoretically, women may be included without them ever seeing the inside of a Church except as worshippers. Ever notice the very real power a local parish secretary wields over so many aspects of parish life? There's your answer.

Same sex-couples can be encouraged to forsake living in sin (as all umarried couples should be, heteros included) forsake their deviancy, and return to God's one True Church. That's work for Catholic missionaries and "outreach" programs, both of which the deviants will probably ignore.. It has nothing to do with blessing their "unions". See how easy that all was?
