Fr. Scott Settimo (SSPX) Conditionally Ordained?

Just got word that former Novus Ordo priest, Fr. Scott Settimo (formerly stationed with Fr. Vernoy in Florida -the most liberal SSPX chapel in America- and currently stationed in Oregon) is going to be assigned to my chapel. Does anyone know if he was ever conditionally ordained?
