Fr Peter Smith, the former chancellor of Glasgow archdiocese, told the Catholic Observer, that the reforms of the Second Vatican Council contributed to the Church’s homosexual abuse crisis. In the 1970s priests accused of homosexual abuse were not punished but sent for therapy.
According to Fr Smith the Second Vatican Council “asked us to proceed pastorally” and be “caring for people” instead of the earlier “legalistic” approach.
The same dichotomy is now strongly promoted by Pope Francis in all areas of the Church.
