He has never left the Throne of St. Peter. It would be better to say "International Movement to Acknowledge that Benedict is Pope."

To say in English, "To restore someone to the throne" is not to mean to make them a claimant or give them an office, but to restore them to the governance of the place. The Throne of Saint Peter, in this sense, is not the petrine office nor the petrine munus, but public recognition as the one true Pope.
But Benedict XVI defends the Second Vatican Council, the cause of our current ills, it is not only Francis's fault.
