Leo XIV Appointed Another Migration-Bishop
Born in León, Mexico, on January 19, 1960, he was ordained to the priesthood in 1984 for the Diocese of Irapuato. He was appointed Auxiliary Bishop of Ciudad Juárez in 2005 and consecrated bishop in 2006. In 2008, he became the first Bishop of Gómez Palacio.
Francis promoted him in 2014 as Bishop of Ciudad Juárez. The city sits opposite El Paso, Texas, on the US border.
Among the Mexican bishops’ he is responsible for “Human Mobility” structures.
Most of Leo XIV’s new bishops have publicly advocated for migration and criticized any immigration crackdowns.
Migration-Bishop
Monsignor Torres Campos is mainly known for ministry related to illegal immigration.
In 2016, Pope Francis chose Ciudad Juárez as the final stop of his Mexico trip, speaking about many migrants who are “enslaved, kidnapped, extorted”.
Bishop Torres Campos repeatedly celebrated Eucharistic border liturgies literally on the Río Bravo/Rio Grande with U.S. bishops and migrant activists.
In homilies and public statements, he used Francis-aligned themes, constantly talking aboutwelcoming migrants, and asking forgiveness for “indifference” toward migrants.
