Francis: Israel's Gaza War Is "Terror Against Terror"

Francis had a telephone conversation with Israeli President Herzog in late October. The latter described his perception of the October 7 Hamas attack.

Francis replied that it is “forbidden to respond to terror with terror” (WashingtonPost.com, November 30).

Herzog protested and Francis went on to say that those responsible should be held accountable, not civilians. Herzog's spokesman declined to comment on the “private conversations.”
