From the time of this Infallible Constitution to the time of John XXIII no Pontiff exceeded the specified number of 70 Cardinals.

Not that anything Bergoglio does means anything to a Catholic, but, the fact that Tucho is listed below the Prefect of Clergy is of minor interest. I remember that it was remarked upon when Ladaria (maybe Müller?) was named that he was below Parolin in precedence, which had not been the case earlier. Now the prefect of the “ddf” is even lower than clergy. It’s appropriate, I suppose, for hard leftists to put administrative departments on a higher plain than the faith.
