The French Bishops plan to close down 17 seminaries, mainly for financial considerations.
During their November meeting in Lourdes they decided that a seminary with less than 17 to 20 seminarians or deacons is too expensive to run. Only 15 of the 32 French seminaries meet this benchmark today.
A problem consists in the fact that many French seminaries are Modernist and therefore fail to attract vocations.

Once they close down all the seminaries, they can then have married men, (to a woman or man) become priests!
