Prague Cardinal Dominik Duka published a December 1 document on Traditiones Custodes allowing only five priests to celebrate Mass. Among them are Father Stanislav Přibyl, an expert of the Roman Liturgy and critic of TC, and a 90-year old Benedictine, associated with the Fraternity of St Peter.
Those five priests receive a "permission" for three years only and may celebrate only in designated churches. Two of the priests may celebrate Mass not more than twice a week and NOT on Sundays. All other priests - there are in total 15 offering Roman Masses - will be "forbidden" to do so.
Hradec Králové Bishop Jan Vokál completely "forbade" all Roman Masses. Olomouc Archbishop Jan Graubner "allowed" only four priests two celebrate Mass, but only twice a month.
However, Benedict XVI has declared that the Roman Rite cannot be forbidden, and Francis himself warns of legalism. Thus, these decrees are null and void.
