There is no longer any legal basis for the Roman Mass, it is left to the discretion of the local bishops, it is no longer a right of the faithful and there is a denial that the Roman Rite liturgical books are still books of the Church, the German author Mosebach told Welt.de (26 December).
"The Old Mass no longer has a definable status.” Mosebach never excluded such a move given Francis' [vindictive] personality, but had assumed that Francis would have waited "in the spirit of curial courtesy" until after Benedict XVI's death.
Mosebach suspects a personal revenge: "Francis has not forgiven Benedict for influencing the outcome of the Amazon Synod with his book on the priesthood at the beginning of 2020 and for messing up the desired abolition of celibacy."
This, Mosebach says, has made Francis very angry: "Now he has retaliated by going against the Old Mass, that is, the liturgy which was a matter close to Benedict's heart and which he had explicitly rehabilitated."

This is a valid opinion, and it could very well be part of the story, but, it was also a really popular move to give more power to two curial congregations. If there is a reform of the Curia in the offing, this could be a bargaining chip to bring these congregations along. It was certainly mean-spirited, as opposition to the Roman Rite always has been.

1. The ancient liturgical usus (usage) of the Holy Church.
2. Decrees of the Ecumenical Council of Trent that in several teachings and canons referred to the Roman Rite (including but not limited to Canon XIII on Sacraments in general).
3. The perennial privilege of Quo primum tempore.

Quo Primum was disciplinary. If you look at the beginning of any altar missal, you will see it was largely superseded by later law. It's main purpose was the faithful printing of the missal codified at Trent, and failed at that, with Pope Clement VIII trying to restore the Vetus Latina verses to the ordinary of the Mass and Urban VIII admitting defeat thirty years later with Si Quid Est. It's main purpose was the faithful printing of the missal codified at Trent, and failed at that, with Pope Clement VIII trying to restore the Vetus Latina verses to the ordinary of the Mass and Urban VIII admitting defeat thirty years later with Si Quid Est. I agree with 1 and 2, but 3 can only be understood as part of a body of legislation which updated rubrics and whatnot.

If something refers to lex orandi - lex credendi and establishes a perennial privilege concerning the Roman rite - it is not a mere disciplinary thing. Quo primum has been placed at the beginning of any "altar missal" from 1570 up to the edition of 1962. It means that all consecutive popes even those changing feast collision rules or the propria have considered it binding.
It is a unique document in the history of the Church. Of course St. Pius V did not attempt to invent any rite in Quo primum, only codified it, unified and restored removing some medieval additions.

I hope the next Pope (and that's coming soon, regardless of what the Vatican says about Pope Francis' supposed "great health"), erases all the agenda of Pope Francis, restores the Latin Mass and disallows anyone to supress it again by enacting laws against such a crime, and sacks on day 1 of his pontificate, all the Vatican appointees of Francis.
