Although his assessment of Western foreign policy is correct, his statement is an abuse of the papal office, especially since Francis himself is leading his own house into anarchy.
Francis criticised the failure of "the West" in its attempt to import its own "type of democracy" into certain countries with different culture. He mentions Libya, which “once had only one Gaddafi, but now has fifty-three.”
Furthermore, Francis called the Gulf War “a true disgrace, not to say one of the worst atrocities.” He admits that Saddam Hussein was "certainly no little angel" but Iraq was a fairly stable country, "Warning: I am not defending Gaddafi or Hussein." But he asks what the war left behind, "Organised anarchy and more war.”
Francis, who admits to being “ignorant when it comes to international politics”, noted that “the emergence of ISIS is based on an unfortunate Western choice.”
