In his preface to the June 15 Dicastery for Laity's document Catechumenal Itineraries for Married Life about preparing couples for matrimony, Francis is threatening to publish a new document about divorced remarried.
This document is about lengthening the preparation time for marriage while the real problem is that the number of Church marriages is dwindling dramatically.
Francis writes that it is "my heartfelt desire" to have this document followed "as soon as possible" by another containing "concrete pastoral steps" for "accompaniment" dedicated to adulterers.
He wants to ensure that adulterers “do not feel abandoned" and can find "accessible and fraternal places of welcome" and participate "in communities” - worries he has never expressed for simple Roman Rite Catholics.
Francis wants "to walk the via caritatis [= path of love]" with adulterers. This is indeed a positive step because the via caritatis for them consists in repentance, confession and renewal of life.

If you go back 40 years, there are dioceses where marriages have declined by around 90%, and this is in the era of “marriage prep.” It used to be that any big parish would have an average of 3 or so weddings every weekend of the summer. If we had been forced to wait three or four years -- well, if the Church refuses the sacrament, you can marry each other validly.

This is laughable. Long engagements, with long periods of fornication before marriage are a problem. The fact that very few people who get married actually practice the faith is a problem. Marriage prep has been a “hoop to jump through” for a long time, and it probably helps some people, but it doesn’t flourish, because a class can’t teach marriage. In the past, in places that have infrequent access to clergy, I believe couples have been permitted to commence common life after six months of engagement, regardless of whether they had been able to formally marry. The idea that the Church would mandate at least a year, for people with easy access to clergy, is tantamount to approving of fornication.
