A Pope can't just issue and encyclical and declare the establishment of an entirely new Church? If he does, he will not have founded a new Catholic Church, but rather established a new "protestant" sect. Something I would not want to belong to, or anyone else I know. I would rather be Buddhist or Shinto than a new version of "protestant" But first and foremost I'd rather be a traditional Catholic.

The Synod has no binding authority and the Pope would issue an encyclical which will declare the “Synodal Church”. Each local Synod will make its own rules. It is a brilliant plan. If the Pope took any stand, he would alienate the Germans or the Africans. By deciding that each Diocese (and in the case of blessing sodomy, each individual priest) can decide separately, the Germans can overturn 2,000 years of Catholic Faith and look down on the Africans as backward, but not their church. The Africans can cling to the faith and say, “the German church is wrong, but not our church.” The choice is clear. Each Catholic can join the Synodal Church when announced by Francis or stay Catholic.
